I think hes referring to a specific distro. KDE Plasma is agnostic of them.
What exact update youre referring to? Framework or Gear? KDE Plasma (the desktop) doesnt have that version nomenclature.
If you are on KDE, Spectacle is top and can do everything even recording.
If it doesnt work on Linux I aint buying. Fucking manchilds without self respect.
So the protocol is a blueprint of how to implement it. Kwin, Mutter and Gamescope are the ones implementing the code. Gamescope/Kwin already had HDR. What will probably happen now is slightly better accuracy and the removal of flags (your parameters) once they apply the new constraints.
