To be clear, the PRC is more driven by the latter than the former, see the Belt and Road Initiative and the massive expenditure on green energy and poverty eradication. They are focused on developing the Productive Forces, but have reached a level of development that allows them to tackle the issues you describe in your second paragraph.
The PRC has a Socialist Market Economy. The presence of private ownership in an economy isn’t enough to determine its structure, otherwise the inverse would apply and the US’s publicly owned structures would make it Socialist. Rather, what determines the “label” of an economy is which is primary, public ownership and planning, or markets and profits, and where its heading. Ie, do markets serve the interests of the public sector and are subservient to it, or does the public sector serve the private sector and the pursuit of profits?

This conclusion was foregone when China began to focus on developing the Productive Forces and the US took that for granted. Without a hard pivot, the US can’t even hope to catch up to the productive trajectory of China, and even if they do hard pivot, that doesn’t mean they even have a chance to in the first place.
In fact, protectionism has frequently backfired, and had other nations seeking inclusion into BRICS or more favorable relations with BRICS nations.
On the brightside, the clear fragility and lack of direct connection to real productive forces shows the instability of the present system.
I truly doubt Trump’s bid to jumpstart US manufacturing will actually achieve much of anything. US Financial Capital is the driving force of the economy, and we are far behind peers like China when it comes to industrialization. All this appears to be doing is sharpening the contradictions at play.
The problem isn’t centralization, but the concept of a “generalist” instance. Instances should be more focused in concept and scope, and usable locally without feeling the need to scroll all.
